Lower Stung Russei Chrum Hydropower Project in the Kingdom of Cambodia Located at the downstream of Stung Russei Chrum in Koh Kong Province of the Kingdom of Cambodia, Lower Stung Russei Chrum Hydropower Project (hereinafter referred to as “LSRC Project”) is developed on a Build-Operate-Transfer (BOT) basis with a total installed capacity of 338MW and a total investment of about USD 560million. The construction of LSRC Project commenced in April, 2010 and the last unit was put into generation on December 28, 2013.
Several highlights of LSRC Project are as follows: first of all, short construction term and excellent quality. It took only 36 months to put all the units into generation, 9 months ahead of schedule specified in the BOT Agreement. LSRC Project passed the acceptance inspection by China Electric Power Construction Association at one time and was awarded the honor of “China Quality Power Project (Abroad)” in 2015. Secondly, high-level management. LSRC Project is the only one in the Kingdom of Cambodia passing the performance test at rated load and normal pool level at one time. Since generation, the operation of LSRC Project is reliable and stable, fulfilling the dispatch of Electricite Du Cambodge (hereinafter referred to as “EDC”) at any time. LSRC Project was honored as “Excellent Generation Enterprises” by EDC in three consecutive years from 2014 to 2016. Thirdly, many technology innovations. With regards to LSRC Project, it owns twelve independent application technology innovations and six national patents and one Provincial (Industrial) Quality Control Reward. With the implementation of fourteen important optimization programs, it reduced direct engineering investment of USD 14million. Fourthly, strong sense of social responsibility. Undertaking social responsibility actively, the Developer upgrades a local low-level road with total length of 45km to a concrete road, sponsors local school and organizes sports activities with local community regularly, and is awarded “Outstanding Social Contribution Reward” by the Ministry of Mines and Energy of the Kingdom of Cambodia. During construction stage, the developer insisted in designing, constructing and putting the environmental protection project into operation at the same time as that of the main engineering, establishing the Huadian Brand. LSRC Project is the only one being granted the honor of “Outstanding Environmental Management Reward” by Ministry of Environment of the Kingdom of Cambodia.
