Launch of Working Group on Data Exchange Standards Marks New Chapter in China's Power Sector Digitalization Efforts

May 22, 2025 /CEC/ - The Launch Meeting of the Power Sector Data Sharing and Exchange Standards Task Force was held in Beijing on May 15, 2025, signalizing a pivotal step forward in the standardization of digital infrastructure across China’s power industry.

This newly established working group, commissioned by the Standardization Centre of the China Electricity Council (CEC), operates under the aegis of the Power Industry Information Standardization Technical Committee. Its formation follows the approval of the Initiative on Promoting Data Sharing, Exchange, and Inter-connectivity in the Power Industry during the seventh working meeting of the CEC’s seventh term council. It also aligns with national directives issued by the National Data Administration, which aim to foster a tiered "national-industry-local" standards coordination mechanism under the National Technical Committee for Data Standardization.

The Meeting was attended by senior representatives from across the power sector, including Liu Yongdong, Deputy Secretary General of the CEC and Director of the Standardization Centre; Shen Liang, Director of the Big Data Centre at State Grid Corporation of China and Chair of the Power Industry Information Standardization Technical Committee; and key officials from the CEC’s Statistics and Data Centre. The session was chaired by Chen Xi, Secretary General of the Power Industry Information Standardization Technical Committee. Participants included task force members from major state-owned enterprises.

During the Meeting, the official notice announcing the establishment of the working group was read out, followed by a presentation detailing its near-term work plan. Attendees engaged in technical discussions around the working group’s core priorities and proposed recommendations to shape its roadmap.

The consensus from the meeting underscored that the working group's agenda is well-aligned with the overarching national framework for data standardization. Key efforts will initially centre on six urgent standards, including the Technical Specifications for Inter-Enterprise Data Exchange Interfaces in the Power Sector, which are seen as critical for enabling efficient, secure, and interoperable data exchange. The development strategy adheres to the principle of “needs-driven, urgent-first” implementation, with an emphasis on seamless integration between standards and practical business applications.

Participants agreed that the working group must remain responsive to technological advancements and evolving market demands. This includes identifying key standards to support data flow, ownership clarification, pricing, and benefit distribution — all fundamental components of a mature data ecosystem.

The convening of this Meeting lays a robust foundation for accelerating the digital transformation of China’s power sector. It reinforces the catalytic role of standardization in unlocking the value of data assets, ensuring their secure and efficient circulation, and promoting greater interoperability within the industry.
